 Parishes of the Malvern Hills AONBA total of 22 parishes lie wholly or partially within the boundary of the AONB. Parish and Town Councils are the first tier of local government delivering a wide range of services at a community level. Parish Councils have many powers and duties and can play a key role in the conservation and enhancement of natural beauty within the AONB. Parish Councils are represented on the Malvern Hills AONB Partnership through Herefordshire Association of Local Councils (HALC) and Worcestershire Association of Local Councils (WALC).
